Our client, a growing EPC player in power transmission, needed support from the Gujarat government to address EPC project delay. They were undertaking a multi-million-dollar initiative to upgrade over 5,000 km of power distribution across five districts. This involved replacing outdated conductors with MVCCs and upgrading agricultural feeders and rural power lines. Given the project’s scale, we helped source local subcontractors to upgrade 1,480 CKM in MGVCL and 780 CKM in DGVCL. Our support included surveys, material supply, engineering, construction, and coordination.

Challenges
The client traditionally depended on two vendor models:
Full-Service Vendors: These vendors were responsible for both supplying materials and installing the cables.
Installation-Only Vendors: These vendors installed only the cables provided by the client for a fee of 20% of the project’s total value.
However, given the project’s scale and complexity, managing a large number of vendors using these traditional methods posed significant challenges:
- Vendor Discovery: Looking for local vendors with the right technical expertise, experience, and financial capability in multiple districts was challenging.
- Technical ambiguity: Defining the technical specifications for the MVCCs was complicated due to the diverse terrain. Getting work done on agricultural land was complicated requiring coordination with local authorities and landowners.
